How can my American wife enter Canada without a passport?
Canada only accepts three forms of foreign travel documents: Passports NEXUS cards Enhanced Driver Licenses (not a REAL ID, its a more special type of drivers license) issued by the state of Michigan, Vermont, New York or Washington. Or the province of British Columbia, Manitoba and Ontario (And they are only allowed for border crossing.) To be honest, with the COVID-19 crisis, I doubt that applying for study permit is considered an essential travel. So even with a valid US Passport, they might just refuse her entry.
