As a Canadian citizen living in Toronto, my passport expired.?
The function of a passport is to allow you to PASS through a PORT of entry into another country. Thus it is only for international travel. If you are unsure whether Vancouver is still in Canada, I assure you that if it was no longer a part of Canada the process of leaving would have made made the news, even in Toronto.
